Utah System of Higher Education
The Utah System of Higher Education (USHE) consists of 10 public
colleges and universities governed by their institutional Boards of
Trustees and the Utah State Board of Regents. The system includes
two major research/teaching universities, (the University of Utah
and Utah State University) two metropolitan/regional universities,
two state colleges, three community colleges, and a college of
applied technology.
The Utah State Board
of Regents is the governing body for the Utah System of Higher
Education. The Board consists of eighteen residents of the State;
fifteen regents and one student regent appointed by the Governor. Two
members of the State Board of Education, appointed by the chair of that
board, serve as nonvoting members. The Board oversees the establishment
of policies and procedures, executive appointments (including the
appointment of the president of each institution), master planning,
budget and finance, proposals for legislation, develops governmental
relationships, and performs administrative unit and program approval for
higher education for the State of Utah.
Utah’s Commissioner of Higher Education serves as the Chief Executive
Officer of the Board of Regents. The Commissioner and his staff provide
support to the Board of Regents and the institutions of the Utah System
of Higher Education.

The Board of Trustees consults with and gives advice to the
President, approves the President’s institutional policy
recommendations, facilitates communication between the institution and
the community, and assists in fund raising, alumni relations, and
selecting recipients of honorary degrees. The Trustees also perform
other responsibilities as delegated by the Board of Regents. The
Trustees are appointed by the Governor. The President of the Associated
Students of the University is a member of the trustees. The President of
the Academic Senate is a non-voting participant in trustee meetings.
